This Cartel Working Group Report on Building Blocks for Effective Anti-Cartel Regimes draws upon experience from member jurisdictions on three topics: 1) defining hard core cartel conduct, 2) the organizational arrangements that agencies can make to be well set up to prosecute cartels, and 3) effective penalties applied to cartel conduct.
