The “Big data and Cartels” project is an initiative of the ICN Cartel Working Group,
which aims at identifying the challenges raised by Big data and algorithms in cartel enforcement. The objective of the scoping paper is to identify issues and foster discussion and debate among ICN members, without prejudice of future work conducted by the Cartel Working Group. The first part of the scoping paper analyses data and algorithms as a vehicle for collusion, and the second part focuses on data and algorithms as a tool for cartel detection.
