Agency Effectiveness
Mission
The mission of the Agency Effectiveness Working Group (AEWG) is to identify key elements of a well-functioning competition agency and good practices for strategy and planning, operations, and enforcement tools and procedures. AEWG’s mandate is to share experience among ICN members and NGAs and to develop and disseminate good practices for agency effectiveness.
Ongoing Work
In 2012-2013 the Working Group produced chapters for the ICN Agency Practice Manual on Effective Knowledge Management (EKM) and Human Resources Management (HRM). These chapters join existing Manual chapters on strategic planning and prioritization, and effective project delivery.
The Working Group has on ongoing project on investigative process, which seeks to increase understanding among ICN members of how different investigative processes and practices can contribute to enhancing the effectiveness of agencies’ decision-making and ensuring effective protection of procedural rights. In this ICN year, the Group will identify, through a survey and discussions, agencies’ investigative tools, and the costs and benefits of using them in different circumstances to obtain the information necessary to evaluate the issues in the investigation. The project will also review how the ICN has addressed transparency and predictability issues in Recommended Practices, Guiding Principles, and handbooks, and templates, and will review agencies’ practices, with a view to identifying good practices in these areas.
